EXPERIENCED WEBSITE CREATORS: Please help me!?

I’ve been creating websites for years now, such as weblogs and things, and today I got a great idea for a site.
Although, this website I have in mind is a photography based site, sort of like LOOKBOOK.NU crossed with FLICKR.
I would like this website to be a social networking/community site, where you can share your photographs and others will be able to comment and favorite the work.
I am wondering if there is a host which will allow me to create this sort of site for free?

For what you’re wanting to do no such site exists. It’s a great idea and could be a good investment for someone if you spread your idea in the right place.
